		<description>I am shocked by such a large number of offenders even they were sitting for annual civil service examinations. 

I agree that cheating should not be encouraged and allowed; integrity is the basic character in order to ensure social harmony and national development. However, there is one more thing I concern - the underlying reasons of the candidates who want to get the government jobs. They want to be government official to serve the citizen esp. people in need or to fight for their own benefits (via the mean of corruption)? 

I have watched the Chinese TV series and a Hong Kong movie which are talking about an illiteracy who â€œbuyâ€ the post of government official in Qing dynasty and hero in the movie want to be a government official is to fight for the innocent people who went to jail against the people in upper class. 

â€œBuyingâ€ government official certainly is a kind of cheating, but I feel warm and touching as the heroâ€™s intentions is to care and serve for the public. 

I do support that cheating is not right but there is a grey area underneath can be argued and should not be ignored â€“ intention to be a government official â€“ it is also one of the crucial component to maintain social harmony and justice.</description>
